Deanne leads Integrity Housing’s welfare exemption process and initiatives, and is a widely respected expert in California’s welfare exemption program, bringing extensive knowledge of the complex regulations, policies, and compliance requirements that govern affordable housing properties. She leads the company’s welfare exemption strategy from project inception through ongoing operations, helping ensure maximum eligibility, long-term compliance, and significant property tax savings.

Drawing on her industry-recognized expertise and longstanding collaborative relationships with the California State Board of Equalization and county assessors throughout the state, Deanne works closely with development partners, property management teams, and government agencies to successfully navigate the exemption process. Her proactive approach, deep regulatory knowledge, and trusted partnerships help protect the financial sustainability of Integrity Housing’s affordable housing communities while supporting successful outcomes across the portfolio.

Additionally, Deanne leads Integrity Housing’s resident services programs, ensuring services are thoughtfully designed to strengthen communities and support the long-term success of each affordable housing development. Guided by the belief that residents’ needs and interests come first, she oversees every aspect of the company’s resident services initiatives—from program planning and service provider partnerships to funding management, implementation, and ongoing program oversight.

With more than 20 years of experience in affordable housing, Deanne brings extensive expertise in developing resident-focused programs that enhance quality of life while meeting the unique needs of each community. She is certified as a Professional Service Coordinator through the American Association of Service Coordinators and holds a degree in Psychology from the University of California, San Diego, providing a strong foundation for her thoughtful and compassionate approach to resident services.
